She meets the religious zealots the Scars, who are at war with the WOF for control of Seattle. After finding Nora, Ellie pleads for information on Abby's whereabouts and learns that Nora is a former member of the Cicadas. Nora refuses to give information about Abby, so Ellie tortures her, and she reveals that Abby is in the aquarium.
